The Federal House of Representatives on Wednesday stepped down the consideration of the N259bn Federal Capital Territory budget proposal, following the non-submission of the revenue framework for the 2013 fiscal year.

Presiding over the session where the decision was reached, Speaker Aminu Tambuwal urged the FCTA to forward the details of the budget and the framework to the House immediately so that it could process it for the passage.

In her lead debate, House Leader, Hon. Mulikat Akande-Adeola recalled that the bill was first read on 31st January 2013, adding that of the sum of N259.697bn proposed for 2013, the sum of N48bn was for personnel cost, N55bn for overhead cost and N155bn for capital projects.

The budget proposal was however stepped down following a point of order raised by Samson Osagie, who cited Order 60 of the House Rules requiring details of finance and economic status of corporations whose budget are to be considered in such circumstances.

Osagie also noted that members were only given the details of the budget framework yesterday, whereas it should have been distributed at the first reading of the bill.

Chairman of the House Committee on Finance, Abdulmumin Jubrin also spoke against the consideration of the FCT budget proposal, noting that the FCT administration has failed to transmit the revenue framework.

“We have not seen the revenue framework and details of the budget; and it is a source of concern to us,” he said.
