The National Assembly on Thursday approved the sum of N4,987,202,425,601 Appropriation for the 2013 fiscal year.

However, the legislators resolved to roll over the implementation of the 2012 Appropriation Act to 12th April 2013.

In related matters, they agreed to prevent the Securities and Exchange Commission (SEC) from spending fees received, fines, grants, budgetary provisions and all manners of internally generated revenues for recurrent or capital purposes or for any other matters without prior appropriation and approval of the National Assembly.

They passed up another opportunity to consider SEC’s budget proposal until President Goodluck Jonathan obeys their resolution on the sack of the commission’s director-general, Ms Arunma Oteh.

Of the approved N4,987,202,425,601, N387.976bn was allotted to statutory transfers, N591.764bn to debt transfer, N2,386,024,770,349 to recurrent (non-debt) expenditure, and N1,621,477,655,252 to contribution to the Development Fund for capital expenditure.

Of the recurrent expenditure, Education received the highest allocation, N360,822,928,272, followed by N300,402,146,886 for Defence/MOD/Army/Air Force/Navy; and N295,011,366,222 for Police Formation and Commands.

Health received N219,373,252,402, while N79,084,295,951 went to Youth Development, N65,512,690,505 to NSA, N51,391,667,171 to Petroleum Resources, N47,390,729,600 to Foreign Affairs, N32,395,973,211 to Agriculture and Rural Development, and N22,831,383 to Presidency.

Of the N387.976bn approved for Statutory Transfer, National Assembly received N150bn, Universal Basic Education received N76.279bn, National Judicial Council received N67bn, Niger Delta Development Commission (NDDC) received N61.347bn; Independent National Electoral Commission (INEC) received N32bn while National Human Rights Commission got N1.35bn.

Under capital expenditure, the highest allocation of N168.173bn went to the Federal Ministry of Works, Water Resources had N84,228,166,366, Power had N73,159,378,866, Education had N71,937,785,489, Defence/MOD/Army/Air Force/Navy N64.013bn, Niger Delta N62,331,222,222, Health N60,082,469,275, FCTA N57bn, Agriculture and Rural Development N50,808,871,428, Office of the National Security Adviser N50bn, Aviation N48.5bn, Transport N44,527,673,725, Secretary to the Government of the Federation (SGF) N33,673,731,529, Lands and Housing N30,399,298,518, and Foreign Affairs N24,211,948,470.
